Integral System

What is it?

The Integral System of Truth, Justice, Reparation and Non-Repetition (SIVJRNR) is a network of judicial and extrajudicial mechanisms, designed to consolidate peace, guarantee the rights of victims, and contribute to national reconciliation. The judicial component is intended to allow for the investigation and punishment of serious human rights violations and grave breaches of international humanitarian law; the complementary extrajudicial mechanisms contribute to the clarification of the truth of the events, the search for missing loved ones, and the reparation of the damage caused to persons, groups, and entire territories.

The Integral System of Truth, Justice, Reparation and Non-Repetition (SIVJRNR) was created based on point 5 of the Final Agreement to End the Armed Conflict and Build a Stable and Lasting Peace, and integrates the following entities: (i) the Commission for the Clarification of Truth, Coexistence and Non-Repetition (hereinafter, the Commission); (ii) the Unit for the Search of Disappeared Persons (UBPD); (iii) the Special Jurisdiction for Peace (JEP); (iv) comprehensive reparation measures for peacebuilding; and (v) guarantees of non-repetition.

The Special Jurisdiction for Peace (JEP)

Judicial
Judicial component of SIVJRNR.

Time
Initial term of 10 years, with 5 additional years of possible extensions.

Composition
The Chambers of Justice and a Peace Tribunal, an Investigation and Prosecution Unit, and the Executive Secretariat.

Purpose
To administer justice and to investigate, clarify, prosecute and sanction serious violations of human rights and serious violations of international humanitarian law during the armed conflict.

To satisfy the rights of the victims to justice and truth, and to help satisfy the rights to reparation and non-repetition as a judicial component of the SIVJRNR, guaranteeing their effective participation before the JEP.

The Commission for the Clarification of Truth, Coexistence and Non-Repetition

Judicial
Extrajudicial mechanism for the truth.

Time
3 years.

Composition
The Commission, made up of 11 commissioners, works in the 10 macro-territories of Antioquia and Eje Cafetero; the Caribbean islands; the Pacific region; the ethnic territories; the central Andean region; the South Andean region; the Amazon region; Ornoquia, Bogotá and Soacha; the northeast; and the Middle Magdalena region. It is also present abroad through its international macro-territory team.

Purpose
To learn the truth about events and contribute to the clarification of violations and breaches and offer abroad explanation to the whole society of the complexity of the conflict; promote recognition of the victims and the accountability of those who participated directly and indirectly in the armed conflict. And promote coexistence in the territories to ensure non-repetition.

The Unit for the Search of Disappeared Persons (UBPD)

Judicial
Extra-judicial unit for humanitarian issues.

Time
20 years, with the possibility of extension.

Composition
The Unit includes a General Directorate, General Secretariat and a Technical and Territorial Sub-Directorate General.

Purpose
Direct, coordinate, and contribute to the implementation of humanitarian actions to search for and identify all persons reported missing in the context of the conflict who are alive, and in the event of death, when possible, to locate the remains and effect their dignified return.
